The competition Rules & Regulations are compiled in accordance to the International Pencak Silat Federation (PERSILAT) Version 2004. Should there be any disputes or unsettled issues which are not stated in the PERSILAT competition Rules & Regulations, the Organising Committee has the right to decide on the matter(s).
Registration & Weighing In Weighing-in and Medical Check-up will be held on the 8 th February 2008 at 9.00 am at Silat Centre of Excellence.
Participants will be weighed-in to confirm on their category during the registration day. Participants are to be in a standard black Pencak Silat attire without body protection and groin guard or other accessories for the weighing-in.
During the registration weighing-in, if the participant fails to meet her weight category requirement, she will be given 1 hour to carry out the necessary actions to meet the weight requirement, after which she has to re-weigh-in. If she fails again to meet the weight requirement she will be disqualified (no medal).
Prior to every competition, participants will go for re-weighing 15 minutes before the commencement of the competition with standard Pencak Silat attire without body protection and groin guard or other accessories. Participants must be on the exact weight for their category, no tolerance allowed. If she fails to meet the weight requirement, she will be disqualified (entitled for medal – semi finals and above).
Artistic Weapons
Single Category
Long knife (Golok or Parang) measuring 30-40 cm that is not sharp and must be made of metal.
Toya / Tongkat (Rod) made of rattan with the length of between 150cm - 180cm long and diameter of 2.5cm - 3cm
Double Category
Besides the mentioned weapons of the same specification as in Single Category, pesilats are allowed to add one more Nusantara weapons such as the keris, pisau, celurit or a pair of trisula as mentioned in International Pencak Silat Competition Regulation under Article 9 number 1.2.
Weapons are to be inspected by the Competition Committee before the competition starts.
Movement Synopsis is to be submitted to the Secretariat team during the registration.
Note:
Contingents need to inform the organiser by 5 th J anuar y 2008 , the quantity and types of weapons that they will be bringing.
Protest
Protests can be instituted. For all competition categories, the procedures of protest shall be governed by the following rules:
The Team Manager of the pertinent contest shall submit a protest by requesting for a ‘Protest Form' from the Competition Secretariat within 10(ten) minutes after completion of contest (announcement of winner); and within the following 20(twenty) minutes, the filled form must be returned to the Competition Secretariat. In filing a protest, objections must be clearly described.
At the first level, the protest shall be resolved by the Competition Chairman and the Referee-Juror Council. The decision will be conveyed to the Team Manager within 2(two) hours after the protest form is submitted.
If the decision made at the first level is not acceptable, the Team Manager may appeal. The appeal should be submitted within 20(twenty) minutes after the first-level decision is received.
The Court of Appeal consists of International Technical Delegate as the Chairman, Competition Chairman & Council of Referee-Juror as members. They will review the case and make decision within 3(three) hours after the appeal is received. At this level, the decision is final.
A protest shall only be reviewed if it is submitted properly with accordance to the noble values and ethics of Pencak Silat.
Each protest will be charged at US$200, unless PERSILAT stipulates otherwise. The protests fee is paid to the Treasurer of the Organising Committee.
Referees & Jurors The competition will be conducted by PERSILAT Referees & Jurors holding the International Certificate nominated by the respective Pencak Silat Federations.
Singapore Silat Federation (PERSISI) will be responsible for arranging the accommodation, meals & transportation for all contingents.
A 1-day Refresher Workshop will be conducted by PERSILAT on 8 th February 2008 at Silat Centre of Excellence, Singapore. On the 8 th of February 2008 , all the Referees and Jurors will be appointed as officials for the weighing-in, technical meeting and balloting.
Please note that all referees must be female .
